This system, introduced by ICL - a technology company subsequently acquired by Fujitsu, was the cause of 736 wrongful convictions of local branch managers for fraudulent activities, from 1999 to 2015. The collapsed systems misrepresented financial data, leading to the illusion of missing money at their respective branches.
Facing the Consequences - A Path towards Exoneration
By December 2020, six former subpostmasters wrongfully prosecuted by the Post Office had their names cleared when the Court of Appeal quashed their criminal convictions. Following this, in April 2021, additional 39 convictions were overturned. Subsequently, the government is pressing forward with efforts to exonerate those convicted in England, Wales, and Northern Ireland via the new legislation, specifically targeting cases where the Horizon software was to blame.
The Role of Authorities
Business Secretary Kemi Badenoch shared with the MPs that this bill marks more than just exoneration for the wrongfully convicted postmasters. A sincere apology awaits the victims blaming system faults for their hardship, with the bill erasing their conviction records and remedying the injustice through the Horizon Conviction Redress Scheme, managed by the Department for Business and Trade. Nevertheless, the government is wary of creating unwarranted precedents. It has carefully chosen this path due to the exceptional prosecutorial misconduct involving the Post Office, considered a significant affront to justice.
Public Inquiry into the Scandal
Simultaneously, a public inquiry into this scandal, termed one of the greatest miscarriages of justice in British history by Prime Minister Rishi Sunak, continues unabated. This inquiry seeks to shed light on various facets of the issue, including alleged obstructions to end prosecutions of sub-postmasters by former Post Office CEO Paula Vennells. Only on the successful passing through the House of Lords, the UK's second chamber, can the contentious Post Office (Horizon System) Offences Bill be finally put to rest.
